		<description><![CDATA[Senator Hill, it’s time to put your money where your mouth was and bring forward that bill cutting Senate and some other high Government salaries to help the homeless. You made quite a show during the August 6th Department of Health and Human Services (HHS) hearing. Following Senator Nellie O’Reilly’s sincere presentation asking that some higher income government employees take a 5% cut and redirect the funds to HHS homeless programs, you declared that all government employees making more than $85,000 per year, including the Senators, should take a pay cut to $65,000 to help the homeless. “Let’s all go back down to $65,000,” you were quoted as saying. “Let’s bring a bill at the next session to reduce salaries for Government employees making $85,000 and above.” (see article link below) Senator, that’s one approach. But we think you went a bit too far. It is neither practical nor desirable to reduce every Government salary over $85k to $65k.  This would severely compromise our ability to attract well qualified practitioners in several areas that require highly skilled individuals, and that would achieve nothing. 		<description><![CDATA[Today we take a look at more than $500,000 in salaries and benefits that have been added to the payroll of the Department of Justice during the “freeze.” Justice is the most critical partner of law enforcement. Without efficient prosecution, effective law enforcement is severely compromised. And for that, you need a solid group of prosecutors – and that’s where we expect the budget should be spent. Instead, in what we’ve been able to gather, we see more evidence of top-heavy staffing with more emphasis on bureaucracy and support than prosecution. And if these large dollars are being spent there should be some visible results. Nearly $200,000 of the positions highlighted here are for a Director and Assistant Director of Corrections – and the only significant activity we’re aware of in this area is the deportation of local inmates to stateside facilities. CIF would welcome a full roster of the Department’s resources – perhaps there is some balance in personnel we cannot see based on the documents we’ve been able to obtain. 		<description><![CDATA[There’s been a “hiring freeze” since May 2008, the budget is tight, government employees are being asked to forfeit eight paid holidays, and the Virgin Islands is borrowing like there’s no tomorrow. So we’re at a loss to explain how at least 63 Government employees and nearly $3.74 million in salary expense were added to the payroll between May, 2008, when Governor John P. deJongh, Jr., put the first hiring freeze in place, and August, 2009. Now, we are reasonable people here at CIF, and understand that some hiring is necessary to keep things going. But as you will see as we release documents related to these transactions, some just don’t seem to fit in an environment of fiscal belt-tightening. We are perplexed by the “Agent/Driver” who is making $70k a year; the “Executive Assistant” who is making a cool $80k; layers of litigators and quite a few “Specialists” who are bringing down between $40k and $65k a year. And then there are the new “Security Guards” (see story below). 		<description><![CDATA[We ran across this list in an article from the Daily Beast website in a story questioning the lack of moral outrage surrounding the extramarital affair of South Carolina Governor Mark Sanford. Sanford disappeared for six days back in June and it was subsequently revealed that he had been spending time with his mistress in South America. A reporter for the Beast put together this  list of “Ten Commandments for Politicians.” While some of them are specific to the Sanford situation, we think that others are very applicable to some of the issues we are struggling with in the Virgin Islands.  We’ve reprinted the entire list below and have marked with an asterisk those we think apply to us. Adlah “Foncie” Donastorg wanted to know why. The request was part of an amendment submitted by Senators Michael Thurland and Sammuel Sanes, but provided no detail on how the funds would be used. “My fellow senators and the people of the Virgin Islands need much greater details before handing over another $1 million to this body,” Donastorg said. “What are these repairs and upgrades – more wood paneling for the Legislature’s entrance?” Maybe the Legislature is taking its cue from the Executive Branch. Estemac     Just before the last elections, it was reported in the press that none of the senatorial candidates had filed the required reports to the Board of Elections. Sounds familiar? Well it is. Too often, we witness incidences of dereliction of duty by entities and individuals charged with enforcing our laws. In this particular case, it is the Board of Elections and the Dept. of Justice. Do they really understand their statutory duties? Are they serious about their fiduciary duties? Not too long ago there was another board that was derelict in carrying out their fiduciary responsibilities; I am referring to the Roy L. Schneider Regional Medical Center Board of Directors. I believe the Board of Elections and the Attorney General Office will be just as derelict if they fail to take legal actions against all those who fail to comply with our elections laws or those who violates the elections laws.     Many in this community have become extremely liberal when it comes to law enforcement. 		<description><![CDATA[The Legislature’s Henchmen turned up the heat and the documents that tell the “Mafoliegate” story have vanished from the official 28th Legislature’s website. Now we’re wondering if the hearings that Sen. Neville James was supposed to call to bring the rest of this scandal to light are going to disappear too. We knew the Henchmen, Senators Hill, Dowe and White, were furious with James for posting the documents. We knew they were pressuring him to take them down and we know they’re trying whatever they can to make sure that these hearings don’t take place. We’re not worried about the documents. We anticipated there might be a “problem” with the site and took action to preserve the information. So don’t fret. We’ve still got them and will be making them available in the near future. And don’t think we didn’t notice that the Public Finance Authority (PFA) documents never even got posted. Senator James, those hearings MUST take place. You know it, we know it, the Henchmen know it, and the Administration knows it.
