The Juan F. Luis Hospital Board is reviewing a contract that has, for the past 10 years, provided one medical group with significant financial incentives and a monopoly on the administration of radiology and nuclear imaging services (CAT scans, MRI’s, and Nuclear Medicine Services) on St. Croix. This no bid contract defines a “joint venture” between the Hospital and Advanced Radiology, LLC. The Hospital Board is a “partner” in this enterprise, but the contract gives Advanced Radiology manager Marcel Galiber sweeping autonomy over the daily management, operation, administration, and billing practices of the Nuclear Medicine Diagnostic Laboratory located in the Hospital. The agreement outlines a 60-40 net profit split between Advanced Radiology (AR) and the Hospital and positions them as the sole provider of these services on St. Croix. The initial term of the contract was 10 years, with an automatic renewal provision of 5 years after the initial period. However, it does provide for some elements of the agreement to be renegotiated prior to renewal. After reviewing the document, there are several areas we hope are being reviewed before an extension is signed. The information below is taken from the contract, which is attached at the end of this article. Rent – AR currently [...]

Miller, administrator and chief operating officer of Memorial Regional Hospital, has resigned from his $370,000 job after being the subject of a blistering government report in the Virgin Islands concerning accusations of ”fraud and mismanagement” when he headed a hospital group in St. Thomas.
After reading the investigative report in The Virgin Islands Daily News concerning the improper behavior of the executives and the governing board of the Schneider Regional Medical Center in the district of St. Thomas/St. John I was dismayed but not surprised. Additionally the report and recommendation of the joint audit by the federal and local Inspectors General revealed serious deficiencies. We the people should now demand a full accounting from the governing board, both the members of the board in 2002 through 2008, notwithstanding the Governor’s stated intentions to implement the recommendations of the joint audit of the Inspectors General. From the report it is clear that the governing board failed in fulfilling its fiduciary duties to the people of the St. Thomas/St. John district. The executives could not have behaved they way they did without the concurrence and support of the board. Therefore, major responsibility for the fiasco reported is that of the governing board. This is another vivid example of what greed can do to people who on the surface appears to be upright citizens, working in a health care center, one would believe they would be compassionate persons. The report revealed otherwise, these individuals were allowed by [...]

Guest Opinion by J. J. Estemac The time is upon us from the reports I have been hearing in the news media, we have a crisis in our health care system, particularly our hospitals. What if anything our elected representatives are doing to address it is anybody guess. I have not seen nor heard any workable plan presented in the legislature nor from the executive branch of government. It appears that they are all waiting for a miracle of some sort to resolve the crisis. Does any of these politicians have any imagination or do they have anyone on their staff that has enough imagination to come up with a proposal that is reasonable and achievable? Does the deJongh/Francis administration have a plan to address the problems plaguing our health care system? Where is the vision? Can we start thinking and acting outside the box? I have proposed in the past, when we have discussed insurance in the context of the GERS, that we could be innovative and make some drastic changes if needed, to meet the situation of so many of our residents are without health insurance. I believe we can offer the same or similar health insurance to [...]

I am writing this letter to express my support of Dr. Kendall Griffith, interventional cardiologist and medical director at the Governor Juan Luis Hospital and Medical Center (JLH). Dr. Griffith was born and raised here on St. Croix and has returned to provide quality healthcare to the people of the Virgin Islands. Despite his efforts, there are a few physicians at JLH who would like to see Dr. Griffith removed as medical director. One such physician is Dr. Babu Subramaniam, a neurologist on staff at JLH. Dr. Subramaniam has written several letters to the CEO and the Board in an attempt to discredit Dr. Griffith’s efforts at making JLH a premier healthcare facility. Dr. Subramaniam’s animosity towards Dr. Griffith stems from Dr. Griffith requiring him to be on-call while being a staff physician at JLH. Dr. Subramaniam is the only neurologist on staff at JLH but does not feel that he should be called-in after he has put in his daily hours. Can you imagine a situation where your mother, father, son, daughter, brother, or sister got into a car accident in the late hours of the night and incurred serious head injuries, but the only neurologist at the hospital [...]
