		<description><![CDATA[Finally. While local health officials continue to insist that there is no impact from issues at the Hovensa refinery, the US Environmental Protection Agency (EPA) has launched a new three month study to determine the impact of emissions on St. Croix. The EPA announced Tuesday that it will monitor emissions from the Hovensa Refinery at three locations on St. Croix and will issue a preliminary report in late spring on the health impact the refinery is having on the air and health quality of the community.  Once monitoring is complete, the results from all of the locations will be analyzed to evaluate the potential for health concerns related to long-term exposure to these pollutants. You’d think that there would be some statement from our Legislature on what has now become a highly visible national issue, but so far, all is silence. Maybe when Sen. Louis Hill gets back from his New York tourism junket, he’ll find time to convene his Committee on Planning and Environmental Protection and hold the local officials accountable for their role in this environmental disaster. 		<description><![CDATA[Legislature Could Face Fines of Up To $10,000 Per Day The man-made beach at the St. Thomas Legislature building is illegal and the Legislature’s Deputy Chief General Counsel has recommended that immediate action be taken to reverse the environmental damage the project has already caused. “A rocky shoreline cannot be transformed into a sandy beach merely by dumping and compacting sand on the shore,” Deputy Chief Counsel Yvonne Tharpes wrote. The legal opinion was delivered by Tharpes in response to an inquiry by Senator Adlah “Foncie” Donastorg. Donastorg sought the opinion after learning on Wednesday that the area around the Legislature’s building had been improperly altered through the removal of boulders and addition of sand. The illegal action subjects the Legislature to civil and criminal penalties, in addition to damaging the environment and ecosystem. The deposit of fill material also violates Federal and local water pollution control acts.  This type of violation is classified as a misdemeanor and penalties may include fines of up to $10,000 per day, imprisonment of a term of up to one year, or both. 		<description><![CDATA[Updated :  $1 Million Legislative Actions (now attached below)  After a hard day of lawmaking, a stroll on a nearby beach can be very relaxing – but this man-made beach violates zoning and pollution laws right in front of the place where the laws are made. And when a concerned Senator attempted to photograph the illegal transformation of the affected area, he was assaulted by an employee who didn’t want the violations made public. Senator Adlah “Foncie” Donastorg has called for the termination of  Legislature Executive Director “Lolo” Willis who he said “verbally attacked and physically assaulted him” as he attempted to take pictures of the illegal dumping and construction work in process on the coastline surrounding the legislature. Last weekend, the Legislature improperly filled in a portion of the harbor and dumped sand in front of its building on St. Thomas. When Donastorg arrived at the Legislature on Wednesday and noticed the activity he said, “I was shocked to see this as I know that the institution did not have and most likely could not get permits for such an action.”  Donastorg sent a letter to Senate President Louis P.
