The irony is just tremendous. Emmett Hansen, newly elected and possibly soon to be former Chairman of the Territory’s Democratic Party, has denounced an effort by members of the Territorial Committee to oust him as “the worst kind of elections fraud.” Well, it wouldn’t be the first time his party has been accused of that… Some 20 members of the Committee have signed a petition calling for Hansen’s ouster, claiming he did not “affirmatively” support the Democratic slate in November’s general election. Among those who signed the petition were Board of Elections members Dodson James, Lorna Thomas and Raymond Williams. James is St. Croix Administrator; Thomas is a director at the Department of Planning and Natural Resources and, we understand, was voting as proxy for Governor John P. deJongh, Jr.; and Williams, is Chief of Staff for Lt. Governor Gregory Francis, whose proxy he is also reported to have carried. Former Senator Hansen took to the airwaves Friday, calling the petition drive “illegal and underhanded,”; that the meeting was improperly called; that the action was retaliation incited by deJongh; and that the Board of Elections members who voted were guilty of a “conflict of interest.” Ya think? Months ago we [...]

Now that the Board of Elections has certified the results of the November 2 vote, we expected to see the “official” reports on their website at VIVOTE.gov. However, when we checked today, only the “unofficial” reports were available. As we reported yesterday, the campaign organization of candidate Kenneth E, Mapp is still waiting for a series of reports and other information it requested on election night. Information normally available after the results were reported were not available until the following day. Other data related to the operation and security of the machines and the method used by the Board of Elections to tally the votes has also been requested and not received. Pending receipt of this information, we are publishing the “unofficial” results as reported on the BOE website. If we receive official reports, or are made privy to any of the information the Mapp campaign has requested, we will publish it here.
When gubernatorial candidate Kenneth Mapp faced some 400 of his supporters in his St. Croix headquarters on the Thursday after the General election, he asked them to be patient, be lawful, and trust that he and his running mate, Dr. Malik Sekou, were investigating the results of that election. Do not give way to provocation, he told the sometimes tearful crowd. Do not be discouraged; do not regret all that you did, all that you sacrificed for our campaign. “I feel good tonight,” he told the gathered faithful. “I am at a good place in my life and I am not conceding a thing.” He told the crowd that he and Sekou had requested a great deal of information from the Board of Elections, and that that information would be studied after which time he would inform his followers what the next steps should be. At that time, he said he was pleased with the response from the BOE, who told him they would provide what he had asked for in a timely manner. “I am going to ask you to trust me, to trust us,” he said. “I cannot disclose all that we are doing but I will tell [...]

The bright light of Federal scrutiny will shine on Tuesday’s election, and arrangements have been made for voters to easily and quickly report any incidents that smack of the inconsistency in the electoral process that occurred during the September primary election. On October 14, United States Attorney Ronald W. Sharpe announced in a news release that Alphonso Andrews, an Assistant U.S. Attorney and Deputy Chief of the Criminal Division, is the local point of contact for reporting complaints concerning discriminatory voting practices, election fraud, voter harassment or intimidation, and other voting rights violations. “Election fraud and voting rights abuses dilute the value of honestly cast votes,” U.S. Attorney Sharpe said. “They also corrupt the essence of our representative form of government. As crimes against both the individual and the government, they will be dealt with promptly and aggressively.” As part of the U.S. Justice Department’s nationwide Election Day Program for the upcoming November 2, 2010, general elections, AUSA Andrews has been appointed to serve as the District Election Officer, and in that capacity is responsible for overseeing the District’s handling of voter complaints in consultation with the Justice Department in Washington, D.C. to ensure that such complaints are directed to [...]

Guest Editorial by Ivan Butcher II Whether its administration, policy, direction, transparency or truth, we as a community have to realize a Change is needed. The relationships I have developed over the years and the love and respect for the environment compels me to speak out. With the world economy on the verge of who knows what, I feel like Noah, the signs are there, “It is going to Rain.” Everywhere I have traveled in the Caribbean, those countries are trying to preserve and protect their forest areas for their future generations. Realizing that land on an island is a limited natural resource, we need to put restrictions on overdevelopment, especially, in ‘Eco’ sensitive areas. Even countries that could swallow up our total territory are trying to preserve their forests and to promote agriculture for self-sufficiency. When I first saw the news report about the Annaly Development Project, it made me sick to my stomach. With the “rain forest” being subdivided, Great Pond and William and Punch sited for development, Annaly is our last undeveloped forest area…a secondary forest from after the sugar cane era that took decades to grow. The current NOAA predictions for future hurricane seasons will be more [...]

Yesterday we asked a question – could the reported endorsement of Gov. John P. deJongh, Jr., by President Barack Obama be real? Conflicting reports, recalled emails and verbal sparring raged all day Wednesday but by this evening, it had been confirmed by several reliable sources – the President had endorsed the Governor. We haven’t seen it in writing – we hear it doesn’t work like that. Candidates ask for an endorsement and a decision is made on whether or not to make one. We have the greatest possible respect for President Obama, and we don’t presume to know what the rationale was behind this decision. So we’ve decided to ask him directly. The letter posted here will be sent to the President. Maybe he can give us the answer. October 20, 2010 Dear President Obama: As much as we respect and admire you, we must respectfully express our strong disagreement with your endorsement of Virgin Islands Governor John P. deJongh Jr.’s candidacy for a second term. When the endorsement was first reported on Tuesday afternoon, we received a barrage of inquiries seeking confirmation of an event most conscious Virgin Islanders simply could not believe had occurred. And upon learning today that indeed [...]

We want you to listen carefully today. Because buried beneath the Board of Elections hearing there are three other extremely significant (and recently added) items on the agenda for the Committee on Financial Services, Infrastructure and Consumer Affairs on Wednesday. The second item, discussion of a bill requiring that government agencies keep confidential the “personal records of persons with whom they interact” lists 14 testifiers, including executives from the hospital, Lottery, the Casino Commission, the Water and Power Authority, the University of the Virgin Islands, the Public Finance Authority – and the list goes on. The agenda is attached below. Next they’ll talk about the composition of the Public Finance Authority Board – might there be discussion of whether it’s a conflict for the Governor to be the Chairman? There are no invited testifiers for this item. And last, and certainly not least, discussion of a bill that would repeal the section of the Virgin Islands Code “relating to the Government of the Virgin Islands authority to assign, sell or transfer real property tax liens.” Goodness, this is so ambitious 19 days before the election, don’t you think? Since there’s no testimony allowed during the Senate hearing with the Board [...]

When Sen. Neville James convenes the Committee on Financial Services, Infrastructure and Consumer Affairs on Wednesday there will be much more at stake than the paper ballot. “Invited” to testify at the morning session are Board of Elections (BOE) Chairman Raymond Williams; BOE member Lorna Thomas; and Supervisor of the Board of Elections John Abramson, Jr. The stated purpose of the session is to “provide an update on the 2010 election cycle and the status of the Elections Office preparations for the 2010 general elections.” We submit that the actual purpose should be to examine the now infamous inconsistencies in the operation of the September 11 Democratic primary and to determine specifically, and for the record, what the rules will be on November 2. Whatever the outcome of Wednesday’s session our position is firm on one issue – there is nothing more critical than casting your vote on November 2 – however you are allowed to do it. The primary occurred under a cloud of controversy generated by public outcry concerning credibility of the electronic voting machines and confusion about how the “provisional ballot,” an instrument designed for use by those whose eligibility to vote is in question, would be [...]

Former Virgin Islands Governor Charles W. Turnbull has endorsed Independent gubernatorial candidate Kenneth E. Mapp as his choice for the Territory’s highest office. Turnbull, a Democrat who was governor from 1998 – 2006, plans to formally his announce his support through a radio and print campaign beginning today. The former Governor is also expected to make a number of personal appearances on Mapp’s campaign trail to support Mapp and his running-mate Dr. Malik Sekou, professor and expert and commentator on law enforcement and the justice system. Turnbull is endorsing Mapp over the incumbent, Governor John de Jongh, whose administration has higher murder rate statistics than any other VI Governor in modern times, and he supports the Mapp/Sekou ticket’s position on crime, education and the economy. “Gun violence is destroying our way of life and forcing us to live in fear,” says Turnbull in a news release issued by the Mapp/Sekou campaign. “Today we need someone who understands law enforcement in the Governor’s seat and that someone is Ken Mapp. Ken was a graduate from the New York City Police Academy and has patrolled some of the toughest neighborhoods in America. He has pledged to work with our federal partners to [...]

So here’s how this is going to work. About a week after the Democratic primary election, Director of the Office of Management and Budget Debra Gottlieb met with the ever invisible Commissioner of Education Dr. Laverne Terry. During this meeting she and Gottlieb discussed and agreed to a “revised” schedule for implementation of salary increases for the Territory’s teachers in fiscal 2011. Apparently the “revision” was okay with the Commissioner (who last we checked was making $110k plus perks to be the “Invisible Woman”) and on September 23, Gottlieb dashed off a letter to St. Croix Federation of Teachers President James Howell. In that letter, he was informed that the funds for the teachers’ salary increases would be alloted in December, 2010. Well how about that – a month after the election and just in time for Christmas…unless… You see the letter goes on to say that it’s not a sure thing, and that “if there is any deviation from this plan, you will be informed as soon as I am aware of any impediments to the payment process.” Impediments? What impediments? The funds for these increases were approved in the marathon session held recently by the Legislature and the fiscal [...]
