It may well be the most anticipated State of The Territory Address in Virgin Islands history. When Governor John P. deJongh, Jr., takes the podium Monday night, under the shadow of the Inspector General’s report on “Mafoliegate,” the eyes and ears of the Territory and beyond will be focused on him and every word will be heard and analyzed for days to come. We’d like to know what you want to know from the Governor tonight. What topics should he cover? What issues should he address, and what questions would you ask about how we as Virgin Islanders move forward from here? The floor is yours. Share on Facebook

(Editor’s Note: This article has been updated with the full color, unmarked version of the IG report on the Mafoliegate investigation and includes color photographs of the Estate Mafolie renovations. Be patient – the file takes a while to load.) Crucians In Focus has obtained a copy of the US Department of the Interior Inspector General’s report concerning Governor John P. deJohngh’s use of public funds to construct a guardhouse, security fence and driveway/parking lot at his private Estate Mafolie residence on St. Thomas. According to the report, the investigation concluded, “We found that the funds used for the purpose of providing security at your private residence were set aside for road repairs in the Virgin Islands by the Legislative Branch of Government. In using those funds, the Executive Branch of Government improperly diverted roughly half-a-million dollars of specifically earmarked public funds and usurped the authority of the Legislative Branch of Government. “Under Virgin Islands law, only the Legislature is authorized to determine how public funds can be spent,” wrote Mary L. Kendall, Acting Inspector General. The Governor has until February 16, 2010 to respond to the report.
It is the second significant “oversight” this week. According to a letter issued today from the court reporter, the meeting minutes that listed Superior Court Judge Adam Christian in attendance at an October 6, 2009 meeting of the Virgin Islands Public Finance Authority were in error. In a letter dated January 21, 2010, to PFA Executive Director Julito Francis, court reporter Vashti O. Gerald-Berry said, “Upon review of my written notes of attendance, it is correct that Attorney Christian was not in attendance on October 6, 2009, hence the reason for the amended title page.” Gerald-Berry is a court reporter for Theodore A. Dorsett and Associates, Registered Professional Court Reporters. “It is evident that there was an oversight on my part in not removing Attorney Adam Christian’s name from the title page,” she wrote. (Italics added) A copy of the letter, and the amended title page from the meeting minutes, was hand delivered today to Sen. Neville James, under a cover letter from James H. Hindels, Esq., PFA Legal Counsel, of the firm Birch, deJongh and Hindels, PLLC. Sen. James is the chairman of the Committee on Financial Services, Infrastructure and Community Affairs and it was at a committee meeting [...]

NJ Baliff OD’d After Affair With New VI Criminal Justice Chief A female bailiff assigned to his New Jersey courtroom attempted suicide through overdose after he ended an affair with her and the incident resulted in a formal ethics complaint being filed against him in February, 2009. Despite this public history of unethical conduct, which he admitted to in the attached complaint document, Judge Wilson J. Campbell was approved by Governor John P. deJongh to take over the role of Chief of the Criminal Justice Division in the Department of Justice on St. Thomas. Campbell was recommended by Atty. General Vincent Frazer who wrote, “I believe he is just the kind of attorney we need to serve as our Chief Prosecutor in St. Thomas.” Really? The issue became public after the bailiff attempted suicide last June and said she did it because she was depressed about the breakup of her relationship with Campbell. Campbell later admitted to the “intimate relationship,” which he said began in April, 2008 and ended in June, 2008. One must question the ethics and character of any individual who will participate in an inappropriate relationship with a subordinate in any setting. It is extremely troubling that a person whose [...]
