Pattern Of Fiscal Negligence Continues In Revelations Of Long Overdue Legislative Audit

A number of “highly questionable” practices seem to be standard operating procedure in the Virgin Islands Legislature based on the findings of a long-overdue audit of the Senate.

Calling it a “culture with almost no accountability or transparency especially in the areas such as the improper use of allotted funds, arbitrary procurement of goods and services and inadequately secured sensitive equipment,” the audit paints a picture of negligence at best and outright fraud at worst.

The audit is attached below and contains the detail behind these significant findings:

  •        Payment of cash advances to Senators for travel  with no verification that the travel actually occurred;
  •        Awarding ot bonuses to employees without written standards or justification of such awards;
  •     Selection, approval and payment of contracts without competition or internal controls leading to overpayment and absence of documentation (of) the work that had been performed;
  •      No reporting to the IRS leading to the underpayment of tax receipts to the Government of the Virgin Islands; and
  •     Absence of documentation of sensitive equipment potentially leading to the equipment being misused, lost or stolen.

More on this as we have time to analyze. For now, we provide it for your review.

    ah herb did i finnaly get your goat? you know it say alotthat instead of adressing the issues you remark about my use of cap’s.thats a sure sign that eveything i said is true and youcan only try to divert the subject to grammer and caps. is that in the repulican party hand book? its should be enough to know that i dont hate you, i consider you to be franklyeasily won over by trite patriotic slogans and playing on middle class fears. for once just come out and say the real agenda in plain english, dont blame democrats or obama, just tell all of us what you republicans really want. i have heardorture is big so is tax cuts for the rich, right now your party is scrambeling to replace the milatray spending you guys mandated to becut by not working with the super commitee, but some how social spending isnt so imprortant, Seeherb theres been20 years fOr rich people who got tax cuts to crEate jobs but they didnt in fact to make even more they took there jobs companies and money offshore. for20years the repubican leaders have spent $.40 of every dollar they can tax borrow or apropreiate on the milatray industrial complex while our troops are on food stamps. verry republican of them . So herb while your spewing your blame obama message take a good look at what repubcans have done not what they say they will do but simply look at what they have done.

    Let’s see if ANY senator, to include the members of the Majority, the NGL Minority, or the independent Barshinger, steps up to the plate and bring a bill to codify the changes suggested in the audit. And I don’t want to hear nonsense about preemption. They can look at similar legislation in other districts as a guide to create one for the VI Legislature with the proper language then motion to waive the rules of thr legislature to bring it to the floor for a vote. Anything less in unacceptable. Step up or step out!

    yup i got herb alright , and stuck your right i apologise, since this is about the auditall i cansay is sowhat the legislature will do nothing because thats in there best interest, what i have learned on cif is that those in office get away with anything.

    You know what problem WAPA is having for real they don’t have the money to purchase the necessary oil from Hovensa so they deny the citizens water. it all started with a steam broiler breaking down in oct? Wapa then requested an increase in the Leac to recover the repairs to this steamer and then a week later the steam broiler supposedly goes down again and there are leaks and next after that they needed to replenish the water supply but the kids in school came first but it never replenished.

    The kids are now out of school and then the water goes off completely. What about the supply of water you were replenishing?

    What about we are replenishing the supply while the coast guard pumps water for us?

    All Propaganda and lies!!!! WAPA should be sold as soon as possible.

    Hugo Hodge just told us how much money we are going to save (nearly a 50% reduction on the water costs) by allowing a private company to produce fresh water. Many have been saying this for years and the same principle is true for power. Why does it take a major crisis for Hugo and the WAPA Board to realize that if they can not fish then they should cut bait?

    Actually, the ratepayers are going to save 2/3rd’s from what they now pay. Makes you wonder why the legislature, PSC have not been looking out for us.
    And the company is investing their own start up for the operation and NOT receiving EDC benefits. Imagine that.

    Speaking of WAPA and the water issues, deJongh thru is spokes person Greaux, says he cannot do anything since WAPA is a semiautonomous agency……..uh didn’t deJongh fire board members at SRH during the Miller scandal?????

    We need to push the senators to get rid of WAPA as a semiautonomous agency and privatize now. Get the PSC out of the picture and the goofy board with all of deJongh’s goons on it.
