Gov’t House Pay Eats 58% of Payroll Budget

The Government House payroll for the Virgin Islands consumes 58% of the entire government payroll budget, which was estimated at $18 million during September’s budget hearings.

We’ve attached the payroll roster as it existed on October 2, 2009 in a couple of formats – one from highest to lowest overall and the other by office (Governor and Lt. Governor), salary and job title.

Draw your own conclusions – but the total salaries represented on this list equal $10.456.141 – and if the number we heard during budget hearings was accurate, that the government payroll is estimated at $18 million – then this represents 58% of the total government payroll.

The job titles are also quite interesting. There are executive assistants who are paid more than licensed professionals; appraisers and financial examiners who make less than some clerical staff; and even a “Special Assistant for Special Projects” making $85,000. We’d love to read that job description.

We’re borrowing money in the hundreds of millions of dollars toward “future” revenue and existing in a deficit spending position that grows worse every day. Sound fiscal management doesn’t square with the information we see here.

    When I looked at the list of people working at Gov’t House, I couldn’t believe what I’m seeing! How did all of this happenned? Does the governor need so many Special Assistants?

    Thank you CIF for publishing this.

    I did notice two people listed who are no longer employed in government house. Sure, someone else has taken those positions, but it makes me wonder how accurate the information posted really is. I’d be willing to bet that there are many other employees/jobs/salaries not included in the list. No fault of CIF, just not complete.

    How is that even legal? Can we get a list of employees who have clocked in this year to compare against this list to determine who needs to go to jail?

    To Carnival: Thanks for your feedback. The listing was as of October 2nd so it is possible that some of the data has changed. For example, we did note the change in the STX administrator with an asterisk next to the former administrators name and D. James name at the end of the spreadsheet.

    Encarnacion was ‘traded’ for the assistant commissioner to Parks and Rec….for Dodson James to be appointed the new administrator. What he is/has done is a question mark. But hey, he is Neville’s bro!
    He is still making $85K…..AND DOING ABSOLUTELY NOTHING like when he was STX administrator. His ‘assistant’ Sherri Ann Wilshire was promoted to the police department after doing ABSOLUTELY NOTHING getting a hefty pay raise, car. She was supposed to be over the abandoned car program. No cars picked up like on STT’s Barbara Peterson (580 in three year’s).
    We like to keep do nothings on the government payroll.

    AND…….Pedro Pete offered and passed only one bill while in office for two year’s as a senator…..having fire extinguishers placed on public property. Wow. AND he voted for act 6905.
    He is a worthless worker (?) and he still is making big bucks at Parks!

    The information regarding Governor and Lt. Governor staff is great however some salaries has been adjusted higher since u receive the listings. A teacher cant make 45,000 per year, but just to fry chicken and johnny cakes they get a big salary. The employees cleaning government building are being paid 20,000 thats a shame. The people of the Virgin Islands will be crazy to elect John DeWolf again. If we think his first term is bad, we gon die during the last term.

    I’m upset because the governor kept talking about the threat of layoffs and payless paydays, and yet he hired so many people who worked in his campaign. If the government really needs to save money, he need the fire most of these people he have under him. Many of them are killing his chances of reelection, anyway.

    I got some information that he’s quietly changing some of his top personnel, but in my mind the damage has already been done and NOTHING he does NOW will assure his relection.

    I agree, June. Gov. deJongh made a lot of mistakes early in his administration, and he surrounded himself with people who are more concerned with making money than making sure he succeeds. When some of those individual started causing trouble for him, he hesitated to remove some of them. Maybe he is afraid that they would blackmail him around Election time.

    Most of those people were following deWolf’s orders. Nothing goes on that the Gov doesn’t know about. He is the leader.
