PFA OK’s “Reprogrammed” $$$ – 2 Yrs Later

Calling it “a backdoor attempt to legitimize reprogramming of funds,” Sen. Adlah “Foncie” Donastorg said in a press release Wednesday he was “dismayed but not surprised” by what he called the Virgin Islands Public Finance Authority’s (PFA) “efforts to cover up the illegal expenditure of public monies for improvements to Governor John P. de Jongh’s, Jr.’s private residence at Estate Mafolie.” (press release attached)

Donastorg was referring to the PFA’s action Tuesday when it moved to ratify the Legislature’s previous vote to reprogram $1.3 million from the Nadir Flood Control Project to various “road projects”, a portion of which were later shown to have been used on improvements at the Mafolie mansion including the Governor’s driveway and new stone guardhouse. Act 6917 authorized the reprogramming of funds, but the legislation did not authorize any spending at the Governor’s home.

“The Legislature voted on the reprogramming issue 2 years ago,” he said. “But now that the matter of the Governor’s home improvements have come to light, the PFA suddenly has the need to ratify the legislature’s actions? Do they think that no one is paying attention?”

Work at the Mafolie location using these funds began two years ago in October, 2007, some six months before the “reprogrammed” funds were identified for use in April, 2008.  To date, some $443,000 in improvements believed to have been financed with public funds at the Governor’s private residence have been indentified, including a guardhouse, a security fence and a driveway and parking area.     Why should we be surprised? These people are always making promises about transparency and honesty, only to go back on their word the minute they get elected. I believe that the only eay we can achieve real change is that we vote out every person in these positions and start from scratch. Because obviously, this system is not worlking.

DID ANYONE HEAR HIM SAY ON MARIO MOOREHEAD TALK SHOW THAT BECAUSE OF AN 82 YEAR OLD AUNT HE MADE THE DECISION TO REMAIN AT HIS PRIVATE ESTATE INSTEAD OF MOVING INTO THE LEGALLY MANDATED LIVING QUARTERS OF THE GOVERNOR OF THE VIRGIN ISLANDS? THE PEOPLE AND THE FEDS NEEDS TO KNOW IF YOU CLAIMED THIS 82 YEAR OLD AUNT AS YOUR DEPENDENT ON YOUR TAX FORMS. WERE YOU THIS ALLEGED AUNT’S LEGAL GUARDIAN DURING 2006 THROUGH 2009 WHEN ALL OF THESE PUBLIC FUNDS WERE BEING EMBEZZLED FROM THE VIRGIN ISLANDS TREASURY?     Did you guys notice that the Letter to Commissioner Lynn Millin from the PFA for the Reprogramming of Funds have two different dates on page one & two? April 16, 2008 and April 30, 2007? Has this letter been doctored by the culprits? They can’t even cover their tracks that well. Sad Sad. More and more this administration stinks.

    You’re right, Tears! The two pages do have different dates. The big question is what date did the PFA truly issued that letter to Property & Procurement, assuming the agenct even got it?

    I just check the two guberational platforms with deJongh/Arnold in 2002, and deJongh/Francis in 2006. I notice that both of those platforms are strikingly simular. The only difference is that in 2002, John deJongh put more empathasis on his plans for St. Croix, whereas in 2006, he put more emphasis on families and bringing the islands together.

    I just got news the total dejohn spent was not $443,000, its more. Sources close to the first family today confirmed they got kick backs in aircondition units and other perks from vendors and contractors who provided services and materials. If this is the case then dejohn definately need to go to jail. This man is really a firecracker. This is outright disrespect and the people need to demand three things; reimbursement, an apology, and his resignation. After the Mario show he went on Jimmy program and said he owes no one an apology; how arrogant can you be. This is really rediculous and outright criminal.

    The criminals are arrogant. This kind of attitude has toppled despots such as deWolf throughout history. He should have begged for the forgiveness of the entire VI community. Wrong doing and no remorse. Not acceptable. 2010 Anyone but John.
