Donastorg reveals another $44k spent on Governor’s personal residence
ST. THOMAS – Senator Adlah “Foncie” Donastorg has obtained documentation detailing an additional $43,774.75 spent on improvements to the Governor’s private residence at Estate Mafolie on St. Thomas.

More than half of the contributions Delegate to Congress Donna Christensen has received in the current election cycle are linked to a Washington contractor who is the subject of a federal inquiry.
According to an article today in the Washington Post, Christensen has received at least $37,000 from contractor Jeffrey Thompson, who is suspected of using “straw” or phantom donors to evade contribution limits that are set for candidates running for office. His operations have drawn the attention of Federal authorities.
According to the article, Thompson’s accounting firm Thompson, Cobb, Brazilio and Associates, has 189 contracts with the federal government, worth $17.1 million. The company has done some business in the Virgin Islands, auditing grant funds awarded by the U.S. Department of Education and the Federal Highway Administration. TCBA recently advertised for an accounting position based in Saint Thomas, Virgin Islands.
Recently, Christensen has urged the Federal Election Commission to investigate the election system of the Virgin Islands, citing public discontent with the way the Board of Elections in operating. Perhaps this current development will hasten their acceptance of her request.

ACCORDING TO MEGAN THE GOVERNOR SAID “THE VIRGIN ISLANDS LEGISLATURE AND OUR COMMUNITY CAN REST ASSURED THAT MY ADMINISTRATION WILL CONTINUE TO PROVIDE ALL INFORMATION REGARDING THE FUNDS RECEIVED UNDER THE ARRA, THE COMPETITIVE GRANTS APPLIED FOR THEREUNDER, AND THE PROJECTS TO WHICH THE PROCEEDS WILL BE APPLIED AND HOW PROCEEDS ARE BEING DISBURSED” DEJONGH WROTE. ALSO, DEJONGH WROTE, ANY STIMULUS FUNDS USED TO REDUCE THE TERRITORY’S DEBT WOULD BE PART OF THE BUDGET – WHICH IS ALREADY RIGOROUSLY REVIEWED AND AMENDED BY THE SENATE.
THE BILL THE GOVERNOR VETOED REQUIRED HIM TO REPORT INFORMATION ON FEDERAL FUNDS ACCEPTED BY THE TERRITORY DIRECTLY TO THE SENATE.

About that 10% interest, take note the bonds floated at 6.8% with tremendous demand. When they passed the 10% amendment, they told us how bad the market was and all that crap. I remember hearing someone, I think it was Kenn Mapp, mention that the Diageo contract doesn’t prohibit the Gov’t from borrowing the money from Diageo. Did that revelation blow the administration’s plans out of the water? Were they going to drop a 10% bond on us with Diageo further profiting? What interest rate was the initial startup funding floated at and where were those funds borrowed from?
I’m not a numbers person, but isn’t 10% interest very high?

Public Finance Authority’s governing board authorized the activation of a $250 million line of credit to provide the necessary cash to keep the government solvent.
Gov. John deJongh Jr., who is chairman of the PFA, spearheaded the borrowing bill legislation and the 28th Legislature approved the bill in May. DeJongh signed the legislation into law in June.
The government also intends to borrow from internal government funds, but just how much has not been determined, Julito Francis, PFA’s director of finance and administration said on Wednesday after the authority’s board meeting.
During the PFA meeting, deJongh said he wanted the line of credit plan executed by mid-August.
The PFA’s legal counsel is compiling a list for the board to identify all outstanding bond amounts that have been approved by the Legislature but not issued.
The board also authorized PFA management to enter into a $980,000 contract with Massachusetts-based consultant Stratum Broadband to help the government complete an application for federal stimulus funds earmarked for expanding broadband services nationwide.
- Francis recommended that the board approve a $517,065 request from the Bureau of Information Technology to install a non-emergency government information line.
- The board also approved the transfers of PFA funds for renovations of the Old Barracks Building in Sub Base and the Danish School House in Frederiksted.

PUBLIC INFORMATION IS CONFIRMING THE EXISTENCE OF A UNITED STATES DEPARTMENT OF EDUCATION INSPECTOR GENERAL FINAL AUDIT REPORT OF THE VIRGIN ISLANDS DEPARTMENT OF EDUCATION’S ADMINISTRATION OF PROPERTY PURCHASED WITH FEDERAL FUNDS DATED AUGUST 17, 2009. THE OBJECTIVE OF THE AUDIT WERE TO DETERMINE WHETHER THE VIRGIN ISLANDS DEPARTMENT OF EDUCATION (VIDE) HAD ADEQUATE POLICIES AND PROCEDURES IN PLACE TO ACCOUNT FOR PROPERTY PURCHASED; AND DELIVERED THE PROPERTY PURCHASED TO THE APPROPRIATE LOCATIONS. THE SCOPE OF THE AUDIT WAS FY 2005 GRANTS. VIDE’S GRANTS ARE AWARDED 2 YEARS BEHIND SCHEDULE. AS A RESULT, THE FY 2005 GRANT WAS AVAILABLE FOR EXPENDITURE IN FY 2007.
THE AUDIT RESULTS REPORTED THAT THE DE JONGH ADMINISTRATION VIDE DID NOT HAVE ADEQUATE POLICIES AND PROCEDURES IN PLACE AND AN EFFECTIVE PROPERTY MANAGEMENT SYSTEM TO PROPERLY ACCOUNT FOR PROPERTY PURCHASED WITH DEPARTMENT FUNDS. AS A RESULT, IT DID NOT PROPERLY ACCOUNT FOR PROPERTY PURCHASED WITH A TOTAL VALUE OF $298,636.00.
IN ADDITION, A&M DID NOT MANAGE THE PROPERTY PURCHASED BY VIDE WITH DEPARTMENT FUNDS IN ACCORDANCE WITH CONTRACT REQUIREMENTS; AND THE DE JONGH ADMINISTRATION DID NOT PROVIDE PROPER OVERSIGHT OF A&M’S CONTRACT TO ENSURE THAT IT COMPLIED WITH ALL THE CONTRACT DELIVERABLES. THE DE JONGH ADMINISTRATION PROVIDED NO ADDITIONAL INFORMATION TO SUPPORT ITS ASSERTION THAT IT HAD PROVIDED PROPER OVERSIGHT, BUT RATHER ACKNOWLEDGED THAT IT DID NOT INITIALLY HAVE ADEQUATE/DEDICATED RESOURCES TO PROVIDE THE TYPE OF OVERSIGHT NECESSARY FOR A CONTRACT OF THAT MAGNITUDE AND SCOPE.
DE JONGH ADMINISTRATION ENACTED PROPERTY MANAGEMENT PROCEDURES IN JANUARY 2008, BUT THE PROCEDURES WERE INADEQUATE BECAUSE THEY DID NOT CONTAIN REQUIREMENTS FOR CONDUCTING A PHYSICAL INVENTORY, MAINTAINING AND RECONCILING PROPERTY RECORDS, REPORTING STOLEN EQUIPMENT, AND SAFEGUARDING AND SECURING PROPERTY. IN AUGUST 2008, THE DE JONGH ADMINISTRATION DEVELOPED NEW EQUIPMENT POLICIES AND PROCEDURES BUT HAS NOT YET IMPLEMENTED THESE PROCEDURES.
THE US DEPARTMENT OF EDUCATION INSPECTOR GENERAL ALSO NOTED THAT THE DE JONGH ADMINISTRATION DID NOT HAVE A POLICY FOR REPORTING STOLEN EQUIPMENT AND ITS NEW POLICY DID NOT CONTAIN REQUIREMENTS FOR REPORTING STOLEN EQUIPMENT. DURING THE INSPECTOR GENERAL SITE VISIT TO THE VIDE WAREHOUSE, THEY FOUND THAT THE WAREHOUSE HAD NOT BEEN NOTIFIED THAT TWO LAPTOPS HAD BEEN STOLEN FROM A SCHOOL REVIEWED. VIDE WAREHOUSE OFFICIALS WERE UNAWARE THAT THE ITEMS HAD BEEN STOLEN EVEN THOUGH THE SCHOOL HAD FILED A POLICE REPORT. IN ADDITION, VIDE DID NOT HAVE A WAREHOUSE TRACKING SYSTEM TO TRACK INVENTORY AND PROPERTY MOVEMENT BETWEEN RECEIPT AND DELIVERY TO THE FINAL DESTINATION. DURING THE IG’S SITE VISIT, THEY WERE TOLD BY OFFICIALS AT TWO SCHOOLS THAT THREE LAPTOPS HAD BEEN TRANSFERRED TO THE INFORMATION TECHNOLOGY DIVISION FOR REPAIR. HOWEVER, VIDE DID NOT HAVE ANY DOCUMENTATION TO VERIFY THE TRANSFER. THE IG INSPECTORS ATTEMPTED TO LOCATE THE LAPTOPS AT THE IT DIVISION, BUT WERE NOT ABLE TO FIND THEM.
THERE ARE LETTERS, PHOTO, AND OTHER DOCUMENTATION ATTACHED TO THIS US DEPARTMENT OF EDUCATION INSPECTOR GENERAL AUDIT REPORT OF THE DE JONGH ADMINISTRATION EDUCATION DEPARTMENT. Is there any parallelism between the Turks and Caicos Islands and the Virgin Islands?
Let’s take a look :
1.Both are overseas territories: one British and one American.
2.Both are being investigated (by their mother countries) for allegations of corruption or political misuse of public money.
1. The former premier Michael Misick of the Turks and Caicos resigned from his position in March 2009.
2. The current governor of the Virgin Islands relinquished records from his possession relative investigation commencing after March 2009.

2. I wonder: what’s in store for the Virgin Islands after the Feds conclude their investigations

Eyes, I hope you are not suggesting that the VI would be a victim of a Federal Takeover.
Eyes I think you raise an interesting point. I thought of that as well when I read of the Turks/Caicos situation.
As one who has lived in the States and in the Territories I can tell you that your thoughts are not farfetched. To many in the the states, The Virgin Islands is a playground owned by the USA and if we think that the kind of gross mismanagement that’s going on here is going unnoticed, we are fooling ourselves.
I say this with caution because I’ve had this discussion with a number of people and many react as if this could never happen here. I beg to differ. The reach of the US Federal Govwenment is long, and it would take much less than many realize for it to become the governing body here.
Our government agencies are bloated with unnecessary layers of poor management and well meaning employees are working with processes and systems that were outdated 10 years ago. And as much as we don’t want to admit it, a troop of talented managers, with the directive to come here and clean it up and the resources to do it, would be in charge in the blink of an eye.
And let me tell you – there won’t be any concern for the “culture”; they won’t care about family ties; they won’t care who you voted for; and they won’t owe you any favors.
The government workforce would decrease sharply – because one efficient software system will replace an entire department of paper pushers. Money will be spent more effectively, because financial controls will be in place and audits will be real.
We are complacent and think that things will never change and they are changing all around us. We’re sitting on a pot of gold here here and if we’re not careful, it will be out of our hands more quickly than we imagine.
It’s something to think about.
Clock, interesting. About the pot of gold…it’s already out of “our” hands. Corrupted public officials and their “so call” groups have been raiding the “peoples” pot of gold since the de Jongh administration came to power.
That is what ending public corruption is all about…getting thief’s hands out of the public pot of gold. If the Federal government has to step in like they did some years ago in the District of Columbia (DC) so be it. The DC government was run by the federal government direct supervision for many years following Mayor Marion Barry administration. The DC government had to prove to the federal government that it was capable of regaining public trust and had to stop public official’s corruption. The city of DC was later return to local public officials control some years later.
Right now the Virgin Islands community is powerless to stop these thief’s for raiding our pot of gold…and they know it. So they will continue to rape us.
At a minimum, WE all must continue to blow our conch shells to warn the world of the tyranny that is taking place in our territory. The Obama administration “is” getting ready to move to end this tyranny on our community because it has no choice. “We” made our case through the blowing of couch shells, the evidence has be provided, the thief’s has shown the world they don’t care, now the US Commander- in -Chief must fulfill his oath of office by responding and he will.
Remember these words; HELP IS ALREADY HERE…IT’S ABOUT TO GO DOWN…THE OBAMA ADMINISTRATION AND THE BRAVE MEN AND WOMEN OF THE FEDERAL LAW ENFORCEMENT COMMUNITY “WILL STRIKE SHORTLY”.

The implication that things would run more efficiently if the Feds were in charge here, is not supported by how the Fed Govt is run Stateside. The Fed gov’t is full of corruption and bloat also. Same shit different criminals.

Sojourner, you raise a very valid point – I completely agree. Seems you can’t open a paper or turn on the television without another stateside public official being questioned or investigated. Corruption is not okay anywhere.
The question for the VI is one of impact – the government is such a huge factor here – on the economy, the employment situation, the future. It’s hard to think of an aspect of government that does not touch someone or their family.
And while it may be a hard pill to swallow, history shows that time and time again, some of the obstacles that hinder our officials from being effective are the natural alliances that occur within a small population where personal considerations play too large a role in public decisions – whether that’s who gets the job, or the contract.
Until someone steps up who has the gumption to move past those obstacles that have historically set us back, we will never move forward.
So yes, let’s clean our own house but the broom has to be an equal opportunity sweeper.

DE JONGH, JR. AND HIS WIFE; LT GOVERNOR FRANCIS AND HIS WIFE; SENATE PRESIDENT LOUIS P. HILL AND OTHER SUPPORTERS OF VI RESTORE HOPE.
THIS GATHERING IS USING SCHOOL CHILDREN AS A REASON FOR THIS POLITICAL PEP RALLY. THE CAHS HIGH SCHOOL JAZZ BAND IS BEING USED TO FURNISH MUSIC FOR THIS POLITICAL PEP RALLY. A LOCAL ST. THOMAS PASTOR DIRECTED A PRAYER DIRECTLY TO GOVERNOR JOHN P. DE JONGH, JR. TO PROTECT HIM FROM PRESIDENT OBAMA INITIATIVES IN SEEKING JUSTICE AGAINST THE DE JONGH ADMINISTRATION.
THIS INTERFERENCE OF CHURCH IN POLITICAL MATTER IS A CLEAR VIOLATION OF THE SEPARATION OF CHURCH AND STATES LAWS. PRIOR TO ANY PRAYERS BEING SAID FOR THE CHILDREN OF THE VIRGIN ISLANDS THIS IS THE PRAYER THAT WAS SAID TO PROTECT GOVERNOR JOHN P. DE JONGH, JR. FROM JUSTICE.
