In the absence of any credible explanation for the now documented $337,000 spent on the Governor’s private residence, Senator Adlah “Foncie” Donastorg has called for Governor John deJongh Jr. to “apologize to the people of the Virgin Islands for
misleading them in regard to improvements made at your private residence.”

In a separate action the 28th Legislature’s Financial Services, Infrastructure & Consumer Affairs voted in favor of Donastorg’s motion to subpoena records to include bids, bid schedules, contracts and supplemental contracts related to repairs to deJongh’s Estate Mafolie home.

It should never have come to this but since it has, let’s get some answers.

    Please don’t leave. It appears we are already outnumbered by the bad guys. We can’t afford to lose any positive, honest citizens with this group in control.

    How do we get the Feds here? Is there a process? A hot-line for corruption? How do we get help?

    Call the company direct and ask. See if they have something to hide. At a minimum, the PFA, WMA, VI GOVT, is required by law, Freedom of Information Act, to release any information that they have on this company. The authorities will have to move quickly before documents are destroyed if they have not all ready been shredded.

    Speaking of campaign contributions. I really want to know who donated to the Governors campaign (past/future). A couple in particuliar are:
    Southland Gaming/Robert Huckabee
    Bert Peterson- he made huge $ here!
    Other Doctors- especially in the Jewish Community- Rumer has it they are building another Paragon Bldg. (St. Thomas Medical Office Bldg.)
    At one time the Daily News listed this info. Although it was outdated, I can’t seem to locate this information. I am convinced this information is important and tells and interesting story!

    Governor de Jongh contracts convicted criminal William Koenig to install security enhancements at his private residents using public funds.

    NOT ONLY THAT THE GOVERNOR HAS COMMITTED A POTENTIAL UNLAWFUL ACT HIMSELF BY USING PUBLIC FUNDS, HE ALSO HAS ALLOWED A BREACH OF “SO CALL” SECURITY INTENDED TO PROTECT THE FIRST FAMILY BY HIRING A CONVICTED CRIMINAL.

    THE GOVERNOR’S ATTORNEY GENERAL, VINCENT FRAISER, IS MENTIONED IN THIS CRIMINAL CONVICTION AGAINST WILLIAM KOENIG. THE ATTORNEY GENERAL NAME IS ALSO ON THE CONTACTS AGREEMENTS THAT THE GOVERNOR AND WILLIAM KOENIG SIGNED RESULTING IN THE USE OF PUBLIC FUNDS.

    QUESTION: HOW CAN THIS BE? CAN A CONTRACTOR CRIMINALLY CONVICTED OF FRAUD AGAINST THE VIRGIN ISLANDS GOVERNMENT BE GRANTED A BUISNESS LICENSE TO DO BUISNESS IN THE VIRGIN ISLANDS OR TO RECEIVE “FEDERAL FUNDS”?

    I am also mindful that William Koenig has been punished byincarceration on his conviction in the collateral criminal matter. I sentenced him on November 10, 1999 to twenty-four months in prison followed by a three-year term of supervised release, but waived any fine, costs of imprisonment and supervision due to his inability to pay such costs. Balancing these factors, I find that the minimum civil penalty of $5,000 for each of his ten fraudulent acts is appropriate for Mr. Koenig.

    IV. CONCLUSION

    The final criminal judgment against William Koenig for fraud and false statements under 18 U.S.C. § 1001 estops the defendant from denying the essential elements of the claims in this civil proceeding. Accordingly, summary judgment will be entered against William Koenig on the Donoe claims asserted in Counts I and II. Based on William Koenig’s submission of ten false records in the Donoe arbitration, I will access a civil penalty at $5,000 each, and award the United States judgment of $50,000 along with post-judgment interest, of which twenty-five percent will go to VIHA. ENTERED on this 9th day of January 2004.

    Oh wow! These latest revelations are really spinning my head. The Governor seem to have surrounded himself with individuals who are willing to indulge in criminal activity. I truly hope the Federal Government investigate this and not allow the People of the Virgin Islands to be victimized. If the Governor is doing all this who is there to make sure he does the right thing. Something has to happen because we are not a third world country. Actually the Louisiana Governor went to jail for committing some crimes and then getting arrogant. Something has to happen, before this Governor builds a $3 million massion off the backs of the people of the Virgin Islands.
