Summary of Act 6905

On Dec 28, 2006, the 26th Legislature of the Virgin Islands passed Bill # 26-0351 which was signed into law on Dec 29, 2006 by then Governor Charles W. Turnbull as Act # 6905. In summary, this Act accomplished the following:

-Established a new retirement plan for the Legislature.
-Increased the Governor’s salary from $80,000 to $150,000.
-Increased the Lt. Governor’s salary from $75,000 to $125,000.
-Increased the Senator’s salary from $65,000 to the equivalent of the lowest paid commissioner which is currently set at $85,000.
-Authorized the PFA to issue a $15m loan guarantee to Golden Gaming, LLP for bridge financing.
-Authorized the Commissioner of Property & Procurement to ratify and pay several contracts that were completed without going through the proper procedures.
-Appropriated the sum of $2.85m to fund the increase of salaries for the lowest paid government employees to $20,000 as mandated by Act # 6817.

Members of the 26th Legislature who voted in favor of Act 6905 were Senators Norman Jean-Baptiste, Roosevelt C. David, Pedro P. Encarnacion, Luis Patrick Hill, Ronald E. Russell, Juan Figueroa-Serville, and Senate President Lorraine Berry. Voting against the Act were Senators Liston Davis, Adlah ‘Foncie’ Donastorg, Sean Michael Malone, Terrence Positive Nelson, Usie R. Richards, Celestino White. Both Senators Neville James and Craig W. Barshinger were absent from that session with the former boycotting the session.
